Displaced Persons: SPLM-N Imposes Fees in Exchange for Allowing Passage Through Its Controlled Areas

Displaced persons from South Kordofan State have confirmed that the Sudan People’s Liberation Movement–North (SPLM-N) is imposing fees on people fleeing the cities of Kadugli and Dilling in exchange for allowing them to pass through areas under its control.

They said the movement forces displaced individuals to pay transit fees of up to 100,000 Sudanese pounds (approximately USD 30).

According to the displaced persons, these fees are charged for permission to cross SPLM-N–controlled areas, despite the extremely difficult humanitarian conditions. This has made fleeing Kadugli and Dilling an arduous journey and a heavy financial burden beyond the capacity of most families.

Others also reported that the SPLM-N has prevented a large number of displaced persons from leaving areas under its control toward South Sudan or territories controlled by the Sudanese army, without providing clear reasons.
