U.S. Presidential Advisor Calls for Phased Approach to End Sudan War

Massad Boulos, the U.S. Presidential Advisor for African and Arab Affairs, has called on the international community to adopt a phased approach to negotiations regarding the settlement of the ongoing conflict in Sudan.

Speaking before the UN Security Council, Boulos urged the international community to “support reaching a humanitarian truce and adopt a phased approach to negotiate a ceasefire, security arrangements, and a permanent settlement of the conflict, to be integrated with a transitional process.”

He pushed for the launch of a process leading to a civilian government, emphasizing that “Sudan’s future cannot be decided by generals; its features should be shaped by civilians.”

He explained that this requires the establishment of a solid institutional framework and the protection of state institutions from partisan and military control.

Boulos added: “There are no ‘good parties’ in this conflict. Both the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) have committed serious violations and bear responsibility for the continuation of the war. All perpetrators of violations must be held accountable, regardless of their affiliation.”
