Massad Boulos, Senior Adviser to the U.S. President on African and Arab Affairs, said that “there is a viable path toward de-escalation and reaching a lasting solution to the conflict, beginning with both sides accepting the proposed humanitarian ceasefire without preconditions. All parties in Sudan must fulfill their commitments, halt hostilities, and allow full, safe, and unhindered humanitarian access. There should be no preconditions related to humanitarian aid or any politicization of humanitarian access operations.”
Regarding the delay in achieving a real breakthrough on the ceasefire, Boulos added: “Responsibility lies with both the Rapid Support Forces and the Sudanese Armed Forces to reach and adhere to a humanitarian truce that would put an end to atrocities and ease the immense suffering endured by the Sudanese people.”
He continued: “Members of the Quad group — Saudi Arabia, Egypt, the United States, and the United Arab Emirates — agree on the need to pursue a negotiated settlement and a steady, workable path forward, as everyone seeks to end these atrocities and restore stability in Sudan, especially since there is no sustainable military solution.”
Boulos also stressed the importance of halting external financial and military support provided to the warring parties.
He added that both the Rapid Support Forces and the Sudanese Armed Forces must cease hostilities, allow unhindered humanitarian access across the country, protect civilians, and take steps toward a negotiated and lasting peace that includes an inclusive dialogue process.
