Sudanese Forces Agree on a New Path to End the War

After two days of deliberations, Sudanese political and civil forces meeting in the Kenyan capital, Nairobi, approved the “Second Declaration of Principles” charter and a roadmap aimed at ending the war and transitioning to democratic civilian rule.

The updated declaration of principles, developed from a previous agreement, stressed the importance of designing a political process under exclusive Sudanese ownership, with broad participation from anti-war forces, in order to enhance the chances of reaching sustainable solutions. It also strongly condemned the continuation of the war and its impact on civilians.

The document presented by the Conference of Sudanese Declaration of Principles Forces proposed a temporary ceasefire for three months, renewable upon agreement, to strengthen confidence-building measures between the two warring sides — the Sudanese army and its allies, and the Rapid Support Forces (RSF) and their allies.

It also included a proposal to form a joint military committee for the ceasefire, tasked with monitoring violations, investigating them, and holding those responsible accountable. In addition, it proposed establishing a political commission for the ceasefire to oversee implementation of the agreement and address disputes and disagreements among the participating parties.

Participants in the meetings held in Nairobi on Friday and Saturday also emphasized excluding the “Islamic Movement” and the National Congress Party, which was removed from power by the 2018 revolution, from any participation in the political process, and holding them accountable for igniting the April 15, 2023 war.
