The plan consists of a roadmap built on three tracks\u2014military, humanitarian, and political\u2014according to exclusive sources cited by Al Arabiya\u2013Al Hadath.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The military track addresses the ceasefire in Sudan and the opening of the door for a humanitarian operation that allows the flow of aid, the delivery of relief, and the restoration of services to populations across the country. It also includes establishing an international committee to supervise the ceasefire and setting up on-the-ground monitoring mechanisms to secure humanitarian routes, protect civilians, and ensure safe returns, as well as addressing any violations that may occur after the ceasefire takes effect.<\/strong><\/p>\n<p dir=\"ltr\"><strong>No Place for Former Regime Figures or the \u201cMuslim Brotherhood\u201d<\/strong><\/p>\n<p dir=\"ltr\"><strong>The political track stipulates a political process led by civilian forces without the participation of former regime elements or Islamists. It begins with discussions on transitional issues and supporting the humanitarian track, starting with the acceptance of a ceasefire by both the army and the Rapid Support Forces (RSF) to launch a full process aimed at ending the war.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The proposal also includes a comprehensive military reform process, requiring the removal of \u201cMuslim Brotherhood\u201d elements from the Sudanese army and security services. The reform plan involves restructuring that includes integrating armed groups and dismantling those fighting on both sides, ultimately leading to a unified, professional army and security institutions subject to civilian authority born out of the political process. According to the U.S. proposal, the restructuring is a national reform matter that cannot be decided solely by the army and the RSF, as it concerns all Sudanese.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Al-Burhan Rejects \u2018Bolus Paper,\u2019 RSF Announces Unilateral Truce<\/strong><\/p>\n<p dir=\"ltr\"><strong>The U.S. envoy to Africa had earlier, in September, presented a proposal to the Sudanese government delegation and the RSF for a ceasefire and humanitarian truce as part of an integrated process based on a roadmap to end the war in the country.
