This shift has been driven by international networks exploiting the security vacuum to localize this destructive industry inside Sudan. As a result, drug money has begun to infiltrate what is known as the parallel economy. This raises a critical question: have these funds become part of the shadow economy and an alternative source of financing the war in Sudan?<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Fueling the War<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">A recent report titled \u201cDrugs in Sudan\u2026 An Illicit Economy Fueling War,\u201d prepared by the Sudan Transparency and Policy Observatory, warned that this black-market economy has become one of the main drivers sustaining the ongoing conflict. It stressed the need to enhance regional cooperation to dismantle trafficking routes and to support Sudanese authorities in preventing deeper integration into global drug markets.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">The report highlighted that the spread of drug production exacerbates security challenges and increases corruption. It also noted that the Red Sea region has become a strategic hub for maritime trafficking toward Gulf markets, involving international networks that have taken advantage of the security vacuum to establish operations inside Sudan.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">It revealed a dangerous shift in illegal activities, with Sudan emerging as a new hub for the production and trafficking of synthetic drugs, particularly Captagon and methamphetamine-like substances. Since the outbreak of war in 2023, the country has transitioned from a transit point to a major manufacturing base due to weak government oversight and fragmented authority.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">The report also pointed to alarming indicators of expansion, including the seizure of three Captagon production labs and a dramatic increase in output capacity\u2014from 7,200 pills in 2023 to about 100,000 pills per hour in some factories by 2025. Additionally, large quantities of drugs continue to enter via smuggling, with nearly half a ton seized in South Red Sea State in recent weeks.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">It further noted that the relationship between drugs and armed conflict is not new. Drug trade has historically been linked to financing wars, such as in Afghanistan with opium cultivation. These substances are also used among fighters to enhance alertness and reduce fatigue, with youth and displaced populations being particularly affected.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Half-Ton Seizure<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">In recent weeks, Sudanese authorities announced one of the largest drug seizures on the Red Sea coast in Port Sudan. The haul included half a ton of narcotics: 384 kg of crystal meth (\u201cice\u201d), 27 kg of heroin, 42 bags of liquid narcotics, and 15 bags of qat.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Transitional Prime Minister Kamil Idris stated during a visit to the seizure site that such large quantities pose a direct threat to national security and negatively impact Sudan\u2019s social and economic fabric. He emphasized that these crimes are no less dangerous than military attacks and called for the harshest penalties against those involved.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">He also urged naval forces, general intelligence, anti-narcotics units, and both civilian and military personnel along the Red Sea coast to maintain maximum vigilance.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Meanwhile, the Red Sea military commander, Lieutenant General Mahjoub Bishra, accused the Rapid Support Forces (RSF) of being behind such trafficking activities to finance their operations and undermine society.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Hidden Pathways and Complex Networks<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Economist Abdelmalik Ni\u2019ma Allah explained that drug money has penetrated Sudan\u2019s parallel economy through investments in gold, real estate, and trade, benefiting from the war environment and weakened state institutions. While not formalized, these funds have created economic distortions where it is difficult to distinguish between legal and illegal activities.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">He warned that the most dangerous aspect of this money is its role in sustaining the conflict\u2014funding military operations, purchasing weapons on the black market, paying fighters, and recruiting new members, especially among unemployed youth.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Ni\u2019ma Allah further noted the existence of complex, hidden networks through which drug money is integrated into the war economy, particularly following the collapse of the banking system and state institutions over the past three years.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">He added that smuggling networks involving gold, drugs, weapons, and even human trafficking have expanded significantly, becoming key sources of rapid liquidity. In some cases, drug proceeds are laundered through the purchase of artisanal gold, which is then smuggled or exported\u2014one of the primary channels for money laundering.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">He also pointed to large-scale efforts to inject billions of local and foreign currency, as well as looted gold, into real estate markets as a safe way to store wealth\u2014explaining the irrational price surges in some areas.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Currency black markets also play a key role, where illicit funds are converted into dollars and reintroduced into the local economy, often blending with legitimate small business activities, making them difficult to trace.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Expansion of \u201cBango\u201d Cultivation<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Domestically, the war has led to a surge in the cultivation of \u201cbango\u201d (local cannabis), particularly in South Darfur. Cultivated areas in the Al-Radom region have doubled in less than a year and a half, accompanied by expanded distribution networks in cities controlled by the RSF.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Community leaders in Darfur reported that some drug traders joined RSF forces after the war began, while some regular forces became involved in cultivation and trade, providing protection for these activities. This has turned parts of the region into open markets for production and trafficking\u2014even among fighters themselves.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">They also warned that the city of Al-Daein has become a key commercial hub for the drug trade, with widespread availability in markets under RSF control, despite the presence of security and administrative structures.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">A Growing Threat<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">International law expert Abdeljabbar Al-Waseela noted that war financing in Sudan has taken a dangerous turn, with drug money playing an increasing role within a growing parallel war economy.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">He explained that the prolonged conflict, financial exhaustion, and restricted external support have pushed armed groups\u2014particularly the RSF\u2014to seek alternative and rapid funding sources. Drug trafficking and gold smuggling have thus emerged as major tools within these shadow economies.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Although drugs are not the sole source of war financing, there are strong indicators that they have become a significant contributor for some parties in the Sudanese conflict.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">Sudan has called on the United Nations and international organizations for support in combating the drug problem, including technical and financial assistance and training to rebuild national capacities weakened by the war.<\/h4>\n<h4 dir=\"ltr\"><\/h4>\n<h4 dir=\"ltr\">At a meeting on March 30, chaired by Prime Minister Kamil Idris, Sudan\u2019s Higher Economic Committee adopted a comprehensive reform plan for the year, focusing on strengthening the national economy, combating corruption, and reforming trade systems, with particular emphasis on regulating gold exports and maximizing revenues.<\/h4>\n","protected":false},"excerpt":{"rendered":"<p>Sudan has not historically been a major producer of drugs; rather, it has served as a transit route for trafficking from West and East Africa to consumer markets in the Middle East.
