Overcrowding of Al-Fashir Prisons with Civilian Detainees

Reports indicate that Rapid Support Forces (RSF) stationed in the city of Al-Fashir, the capital of North Darfur State, have committed violations and war crimes, including killings, rape, torture, starvation, and financial extortion. The continued burial of victims in mass graves paints a grim picture of the humanitarian situation in the city, amid disrupted communications and the closure of the area to international organizations.

According to these reports, supported by eyewitness accounts, RSF forces have detained most civilians inside Al-Fashir, except for a limited number of elderly people, women, and children. Detainees are being held in various locations, including Al-Fashir University and the residential compound formerly used by the head of the Darfur Regional Authority during the previous regime.

The reports also indicate that some detainees were transferred to the Grand First-Class Mosque near the Saudi Hospital. The RSF has also converted the former UNAMID headquarters, located in the far southwestern part of Al-Fashir, into a detention center, as well as the buildings of the Research Authority situated in the southwestern section of the First-Class neighborhood. These sites are being used as large-scale detention facilities holding civilians from various groups without legal procedures.

The reports confirm that the RSF has transferred some detained civilians under the age of 60 to different prisons, moving them from civilian facilities to overcrowded detention centers—most notably Shala Prison, which holds no fewer than 3,000 detainees under harsh conditions. In addition, more than 500 female detainees are held there, most of whom have been charged with mobilizing alongside the army as a justification for their detention.
