Sudanese “Declaration of Principles” Forces Present Vision to End the War and Restore Democratic Transition

The Sudanese “Declaration of Principles” forces have announced a new “Roadmap” document under the slogan: “A New Path that Sustains Solutions and Revives the Spirit of the Revolution,” as part of the outcomes of their second meeting held in Nairobi on May 22–23, 2026.
In a press statement, the coalition said the document represents one of the most significant outcomes of the meeting, as it outlines a practical framework for ending the war through three integrated tracks.
These include a humanitarian track focused on civilian relief efforts and the opening of safe corridors; a ceasefire track involving monitoring mechanisms and security and military arrangements; and a political track defining the shape of a comprehensive political process, its participants, and its conditions, ultimately aimed at “building a new homeland governed by freedom, peace, and justice.”
The document emphasized the role of the anti-war “Declaration of Principles” forces, which described themselves as a “third bloc” not aligned with any party to the conflict, as a unified and principal actor in any future political process.
It also stressed the exclusion of the National Congress Party, the Islamic Movement, and their affiliated groups from any future political arrangements.
The coalition explained that the roadmap complements a package of documents adopted since December 2025, most notably the “Sudanese Declaration of Principles,” the memorandum classifying the National Congress Party and the Islamic Movement as a “terrorist organization,” in addition to the recently published national charter.
According to the statement, these documents together form a political and practical framework for achieving a just peace, democratic transition, and the fulfillment of the goals of the December Revolution.
