Mashawir has obtained a draft resolution to be voted on by the United Nations Human Rights Council in Geneva. The draft reaffirms its strong commitment to Sudan’s sovereignty, political independence, territorial integrity, and national unity, while emphasizing the need to protect civilians from genocide, war crimes, ethnic violence, ethnic cleansing, and crimes against humanity.
The draft warns of an imminent risk of mass atrocities and calls on the Rapid Support Forces (RSF) to immediately halt their offensive on the city of El Obeid.
It expresses grave concern over the deteriorating humanitarian situation in El Obeid, particularly restrictions on access to food, water, and medical supplies. It also raises alarm over continued external support fueling the conflict in Sudan, including the deployment of foreign forces and the supply of weapons, including armed drones.
The draft strongly condemns the escalating violence committed by the RSF, affiliated forces, and allied groups in and around El Obeid, expressing deep concern over the imminent threat of large-scale atrocities allegedly being committed there.
It also condemns airstrikes against civilians, the unlawful targeting of civilian infrastructure—particularly in the Kordofan region—and the widespread use of rape and other forms of sexual and gender-based violence as methods of warfare.
The resolution further expresses concern over reports that starvation is being used as a weapon of war, including restrictions imposed on food convoys. It calls for the full implementation of the Jeddah Declaration and renewed commitment to the protection of civilians throughout Sudan.
The draft stresses that there can be no military solution to Sudan’s crisis and calls for an immediate and comprehensive ceasefire by all parties. It also proposes the establishment of an independent ceasefire monitoring mechanism and urges a negotiated, peaceful settlement based on an inclusive, Sudanese-led dialogue.
In addition, the resolution calls for a credible and inclusive political transition leading to a democratically elected national government following a civilian-led transitional process. It also underscores the importance of ensuring accountability for violations of international law and human rights abuses.
Finally, the draft requests the Independent International Fact-Finding Mission for Sudan to conduct an urgent investigation into alleged violations committed in El Obeid and its surrounding areas.
