International Fact-Finding Mission to Present Report on Violations in Sudan’s War

The Independent International Fact-Finding Mission for Sudan is preparing to present its forthcoming comprehensive report during the September session of the United Nations Human Rights Council in Geneva.

The mission has presented two reports over the past two years. Their key recommendations emphasized the need for practical measures and arrangements to protect civilians, refer the violations file to the International Criminal Court, and reach a humanitarian ceasefire to facilitate the delivery of aid. The mission also recommended expanding the arms embargo to cover all of Sudan, rather than limiting it to Darfur alone.

In its first report, issued in September 2024, the mission documented widespread violations committed by both parties to the conflict that could amount to war crimes and crimes against humanity. It called for the deployment of an independent force to protect civilians and for a ban on arms supplies to Sudan.

Under the title “War of Atrocities,” the mission’s second report, issued in the same month of the following year, stated that the parties to the conflict had deliberately targeted civilians, while sexual violence, forced displacement, and the use of starvation as a weapon of war had become widespread.
