Sudan Peace Initiative Calls for Unified Framework Linking Ceasefire and Political Process

Kampala – Mashawir

Dr. Francis Deng has presented a political and strategic vision calling for the integration of regional and international efforts and platforms into a comprehensive, unified Sudanese framework that directly links ending the war with security issues and the political process.

He stressed that “continuing along separate tracks undermines efforts to reach a lasting settlement.”

Deng explained that the failure of peace efforts is not solely attributable to a lack of political will, but also stems from an inadequate understanding of the interconnectedness and mutual influence of security issues, governance arrangements and justice.

He noted that humanitarian concerns and the protection of civilians remain urgent and binding priorities that cannot be postponed until political consensus is achieved.

The proposal outlined broad principles recently published, calling for fragmented consultations to be transformed into an organised preparatory process leading to an expanded national dialogue. It also stressed that participation in peace negotiations does not automatically confer entitlement or an established claim to political power.

The vision concluded with a call to address the historical roots of the crisis, which have accumulated over decades, through the establishment of a state founded on equal citizenship, justice and dignity, while overcoming exclusion. These were described as essential conditions for ensuring long-term stability and preventing the recurrence of armed conflicts.
