The Minister of Higher Education and Scientific Research, Ahmed Madawi Musa, has issued a decision requiring all higher education and scientific research institutions currently operating outside Sudan or from displacement locations within the country to return to their officially approved campuses no later than August 1, 2026.
The decision stipulates that all alternative or temporary campuses and operating sites must cease operations by the specified deadline. Institutions are required to make the necessary arrangements to fully resume their academic and administrative activities from their original campuses.
The ministerial directive further states that institutions failing to complete the return process within the prescribed period will not be permitted to admit new students during the 2026–2027 academic admission cycle.
The decision comes as part of the government’s efforts to restore academic and administrative activities at officially recognized institutional locations and to support broader initiatives aimed at stabilizing and normalizing the educational process across the country.
