UNHCR: Funding Shortages Have Forced Cuts to Vital Programs in Sudan

The Representative of the United Nations High Commissioner for Refugees (UNHCR) in Sudan, Mary Hélène Verney, has stated that vast numbers of Sudanese people have lost their official documents, including identity cards, passports, and property ownership papers.

According to UNHCR estimates, around 90 percent of returnees do not possess these documents, creating significant obstacles to accessing services and exercising their legal rights.

She added that social tensions among communities have further complicated the situation. Some displaced people arriving in Khartoum from Darfur have reportedly been arrested or subjected to suspicion solely because they come from areas perceived to support the Rapid Support Forces (RSF).

On the humanitarian front, Verney noted that international organizations are facing a worsening funding crisis due to declining support from the United States and several European countries. This has forced aid agencies to make difficult decisions, including closing health centers and scaling back essential programs.

The UNHCR official emphasized that the challenge is not always the total amount of funding available, but rather the fact that much of it is earmarked for specific donor-selected programs. Humanitarian organizations, she said, require more flexible funding that allows them to respond effectively to the most urgent needs on the ground.
