Civil Forces Delegation Meets Senior U.S. Officials to Discuss Efforts to End the War in Sudan

The Civil Forces Delegation, headed by Dr. Abdalla Hamdok, began its official meetings in Washington today with an important meeting at the U.S. Department of State with Assistant Secretary of State for African Affairs Frank Garcia, Senior Advisor to President Trump for African and Arab Affairs Massad Boulos, and U.S. Permanent Representative to the United Nations Mike Waltz.

The Civil Forces Delegation briefed the U.S. administration on the complexity of the Sudanese crisis, emphasizing that the war has created a deepening humanitarian catastrophe and has become not only an existential threat to the Sudanese state and its people, but also a threat to regional security and peace.

The delegation expressed its appreciation for the ongoing efforts of President Donald Trump and his administration to end the war, facilitate the delivery of humanitarian assistance, and maintain sustained attention to the Sudanese crisis. It particularly welcomed the latest position of the U.S. Department of State, which stated that neither party to the war has legitimacy, and that accepting an unconditional humanitarian truce is the appropriate entry point for ending the war and addressing the humanitarian catastrophe.

For his part, Frank Garcia affirmed that the U.S. Department of State would continue its diplomatic efforts, working with partners in the Quad and employing all available political tools to end the war, including expanding sanctions if necessary.

Massad Boulos said that the meeting of the Quad and Quintet, held on the sidelines of the United Nations General Assembly meetings, was positive and would strengthen communication and coordination between the Quad, the Quintet, and countries that have become partners in these groupings, including the United Kingdom, Norway, Switzerland, and Qatar.

Meanwhile, U.S. Permanent Representative to the United Nations Mike Waltz said he was working closely with members of the UN Security Council to ensure the adoption of a resolution expanding the arms embargo to cover all of Sudan, while strengthening monitoring and enforcement mechanisms.

He also noted that President Trump had directed efforts to do everything possible to end the war and the massacres affecting Sudanese civilians at the hands of both parties to the conflict.
