The Sudanese civil forces delegation, headed by Dr. Abdalla Hamdok, made significant progress in Washington, D.C., beginning its official meetings with a high-level meeting at the U.S. Department of State. The meeting brought together the delegation with Assistant Secretary of State for African Affairs Frank Garcia, Senior Advisor to President Donald Trump for African and Arab Affairs Massad Boulos, and U.S. Permanent Representative to the United Nations Mike Waltz.
The delegation briefed the U.S. administration on the complexity of the Sudanese crisis, stressing that “the war has created a deepening humanitarian catastrophe and has become not only an existential threat to the Sudanese state and its people, but also a threat to regional security and peace.”
The delegation thanked President Donald Trump and his administration for their continued efforts to end the war, facilitate the delivery of humanitarian assistance, and maintain sustained attention to the Sudanese crisis, particularly the U.S. State Department’s recent position affirming that neither party to the war has legitimacy, and that accepting an unconditional humanitarian truce is the appropriate entry point for ending the war and addressing the humanitarian catastrophe.
For his part, Frank Garcia affirmed that the U.S. Department of State would continue its diplomatic efforts to work with partners in the Quad and employ all political tools to end the war, including expanding the scope of sanctions if necessary.
Massad Boulos stated that “the Quad and Quint meeting held on the sidelines of the United Nations General Assembly meetings was positive and will strengthen communication and coordination among the Quad and Quint, as well as countries that have become partners in these groupings, including the United Kingdom, Norway, Switzerland, and Qatar.”
U.S. Permanent Representative to the United Nations Mike Waltz indicated that he would work vigorously with members of the UN Security Council to ensure the adoption of a resolution expanding the arms embargo to cover all of Sudan, while strengthening monitoring and enforcement mechanisms.
He also noted that President Trump had directed that every possible effort be made to stop the war and the massacres being inflicted on Sudanese civilians by both sides of the conflict.
