U.S. House Committee Approves Sudan Peace Engagement Act

Washington – Mashawir

The U.S. House Foreign Affairs Committee has approved the “U.S. Engagement in Sudan Peace Act,” a bill that outlines a framework for imposing sanctions on officials from both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) who are involved in war crimes, crimes against humanity, or the obstruction of humanitarian aid.

The committee approved the bill by a vote of 34 in favor and 4 against. The legislation recommends that the U.S. administration consider designating the Rapid Support Forces (RSF) as a terrorist organization, following a comprehensive review by the Departments of State and Treasury to determine whether the RSF and other parties to the conflict in Sudan meet the criteria for designation under U.S. Specially Designated Global Terrorist (SDGT) sanctions.

The bill gives the administration 90 days to identify individuals responsible for war crimes and the obstruction of humanitarian assistance, an additional 60 days to impose sanctions on them, and 120 days to submit a comprehensive U.S. strategy on Sudan.

The committee removed a provision that would have required the administration to use its influence at the United Nations to advocate for civilian protection and the expansion of the arms embargo on Sudan. It also deleted a controversial clause calling for the withdrawal of international recognition of Sudan’s current government until a transition to civilian rule is achieved. :::
